History

1997 – RNIP foundation. JSC «MAKS» is the leader of RNIP. 

1999 – First NTPL insurance contract of nuclear damage with Leningrad NPP was signed.

2003 – RNIP members’ participation in comprehensive emergency response exercises at Smolensk NPP.

2007 – First incoming reinsurance contract with the Ukrainian Nuclear Insurance Pool, concerning liability risks reinsurance of NAEC "Energoatom" (Ukraine) was signed.

2008 – JSC «SOGAZ» became the new leader of RNIP. There was a cooperation Contract signed between the Chinese NIP and RNIP, approved by the Russian and Chinese Ministries of Foreign Affairs.

2009:

  • Two insurance contracts with JSC "Concern Rosenergoatom" and the Federal State  Unitary Enterprise "Atomflot" were signed.
  • First international insurance inspection was held at two Russian Power Plants (Leningradskaya NPP and Balakovskaya NPP).
  • RNIP became a competent member of the International Pooling System.
  • Restrictions were lifted on the risk reinsurance of Russian NPP in the International Pooling System, operated since 1993.
  • Civil liability risks reinsurance contracts were signed between JSC «Concern Rosenergoatom» and Ukraine, United Kingdom, Czech Republik, Slovakia and China.
  • A new funding system of RNIP was instituted.
  • A new system of assessment and calculation of the RNIP members’ solvency share insurance contracts was instituted. The aggregate limit for RNIP own members’ retention was reduced by four times.

2010:

  • Contracts with 18 «Rosatom» corporates were signed.
  • Nuclear facilities of Belgium, the Netherlands, Czech Republic, Slovakia, Slovenia, Hungary, Belorussia, Ukraine and China were reinsured by RNIP.
  • «Rosenergoatom» risks were reinsured by pools of the following countries: United Kingdom, France, Spain, China, Ukraine, Belorussia, Czech Republic, Slovakia, Slovenia, Holland and Belgium.  
  • RNIP became a member of the Nuclear Risks Committee of the European Committee on European Union Insurance (CEA Atomic Risks Knowledge Network).
  • There were modifications made in the Government Resolution ¹504: some of the antimonopoly legislation restrictions were no longer applicable for RNIP from March, 2011. 
  • A new agreement about RNIP foundation, approved by the Federal Antimonopoly Service, was signed.
  • There was a decision made, approved by FAS, about the foundation of the noncommercial organisation «Russian Association of Nuclear Insurers». (RANI was registered on the 1st of March, 2011).
  • Technical Department was established in RNIP. Mr. Bruce Kettle became the Director of Technical Risks Department (former Technical Risks Director of NRI UK).

2011:

  • Foundation of Russia Association of Nuclear Insurers, management company of the Russian Nuclear Insurance Pool.
  • According to the RNIP Supervisory Committee decision (protocol ¹78 March 26, 2011) the Pool’s insurance capacity on the civil liability insurance contract of «Rosenergoatom» was confirmed at the level of 3,6 billion rubles (equal to 4,97% of the aggregate free capital of the RNIP members in 2011).
  • The quantity of insurance contracts increased by 58% and the total amount of the insurance premium increased by 73% which was 506 million rubles.  
  • «Rosenergoatom» risks on the civil liability insurance contracts were reinsured by 14 pools including United Kingdom, France, Spain, China, Ukraine, Belorussia, Czech Republic, Slovakia, Slovenia, Holland, Belgium, Hungary, Croatia and Brazil.
  • Civil liability on nuclear damage and property risk of the following international NPP were reinsured by RNIP: NPP «Paks» (Hungary), NPP «Doel» and NPP «Tihange» (Belgium), NPP «Bohunice» (Slovakia), NPP «Borssele» (Holland), NPP «Krsko» (Slovenia), NAEC «Energoatom» (Ukraine), NPP «Guangdong», NPP «Ling Dong», NPP «Quinshan», NPP «Tianwan» (China), NPP «Temelin» (Czech Republic). 
  • November, 2011 RNIP members participated in comprehensive emergency response studies at Novovoronezh NPP. As a result it became clear that there was a strong need to improve the interaction with the Russian Post and Sberbank of the Russian Federation.
  • In 2011 three international inspections took place in Russia: Leningrad NPP, Beloyarsk NPP and Novovoronezh NPP. The inspection consisted of the Head of International Insurance Inspection, Bruce Kettle (UK), representatives of Ukrainian, Scandinavian and Chinese pools and members of RNIP.
  • September, 2011 the Forum of Nuclear Insurance Pools in Central and West Europe took place in Saint Petersburg and was organized by RNIP. Heads of the following pools participated in the Forum: Czech Republic, Slovakia, Slovenia, Ukraine, Hungary, Bulgaria, Rumanian, Belorussia and Croatia. There was a discussion with questions about losses regulation in the field of trans frontier damage, and also questions about risks insurance and reinsurance of risks of the facilities which use nuclear power.

2012:

  • Inspections of nuclear fuel cycle facilities in Russia were held for the first time in 2012. In total 8 surveys took place during the year 2012, including domestic and international.
  • The first INPO training for representatives of RANI and OJSC “Concern Rosenergoatom” was arranged in the RANI office in Moscow.
  • Seminar on “The Russian nuclear industry: production, nuclear and radiation hazardous facilities, safety culture, the legal framework regulating the activities and funding of nuclear safety” was held by ROSATOM CENTRAL INSTITUTE FOR CONTINUING EDUCATION AND TRAINING for the pool’s members.
  • RANI engineer participated in three international insurance surveys of foreign NPPs as an inspector.
  • RANI engineer became a member of Engineering Subcommittee of the International Pooling System.
  • MD risks of OJSC “Concern Rosenergoatom” were reinsured by RANI with 14 foreign nuclear insurance pools.
  • The capacity of RANI for MD and NTPL combined, thereby increasing from USD 120m to USD 200m.
  • RANI reinsured nuclear risks from 12 countries.
  • Bilingual RANI’s web-site was created. Bulletins were issued quarterly.

2013:

  • Russian Nuclear Insurance Pool and Russian Nuclear Reinsurance Pool unprecedentedly increased the total insurance capacity to 6.2 billion rubles.
  • It was revealed that RNIP can respond quickly to customer requirements. Within a short period of time, a new system of insurance and reinsurance of MD risks of OJSC "Concern Rosenergoatom" was worked out. MD risks of OJSC "Concern Rosenergoatom" were reinsured with 17 foreign nuclear insurance pools. Insurance capacity increased from USD 400m to USD 600m per claim.
  • RANI was successful in attracting new clients for inward reinsurance. During the year the number of reinsurance contracts increased by 130%, and the reinsurance premium by 85%. Due to the growth of the reinsurance premium in 2013, the ratio between the inward and outgoing reinsurance increased from 27% to 36%.
  • Four international insurance inspections were held in 2013 at the following nuclear power stations: Kalinin NPP Bilibino NPP, Kursk NPP and Kola NPP. The representatives of RANI, NRI, Assuratome and UNIP, as well as representatives of JSC "Concern" Rosenergoatom, " participated in the surveys. The team of international experts for the first time was led by a RANI inspector.
  • RANI inspectors participated in international insurance surveys in Spain, Great Britain, Hungary, China and Ukraine.
  • In September, 2013, two RANI engineers were certified as international inspectors.
  • RANI representatives participated in the following international events: Nuclear Pools’ Forum (Japan), CEE Meeting (Bulgaria), the Third Nuclear Engineers’ Seminar in Glastonbury (USA), General Meeting WANO (Moscow), Insurance Europe meeting (Belgium), International Nuclear Law Essentials (Paris) and the Russian Insurance Summit (Moscow).
  • Russian Nuclear Insurance Pool celebrated its 15th anniversary. The leaders of the State Corporation "Rosatom", 43 foreign guests from 24 countries, representatives of supervisory committees and many other guests attended the event.

2014:

  • Association Board members were unanimously re-elected for another 3 years as follows: OJSC “Allianz”, OJSIC “VSK Insurance House”, OJSIC “Ingosstrakh”, LLC “Rosgostrah”, JSC “Sogaz”, JSC “Energogarant”.
  • Mr.P.Rudenskiy was re-elected as a General Manager of RANI for another 3 years.
  • RNIP arranged third party liability co-insurance agreement for OJSC “Concern "Rosenergoatom". 54% share of  RNIP liability on NTPL of OJSC “Concern "Rosenergoatom" for 2014-2015 are reinsured in 16 foreign pools of the International Pooling System.
  • RNIP renewed MD reinsurance contracts of OJSC "Concern Rosenergoatom" on the same terms and conditions and arranged retrocession in 17 foreign pools of the International Pooling System.
  • At the meeting of RNIP, RNRP Supervisory Board, and RANI General Assembly it had been decided to accept the voluntary retirement of CJSC “ GUTA-INSURANCE “ and “Insurance Company “GIVA", Ltd from RNIP, RNRP and RANI membership.
  • A new member of RANI, RNIP and RNRP – OJSC “Prominstrah”.
  • Mr. P.Rudenskiy was elected a member of the Coordinating Committee of the International Pooling System - General Purpose Committee (GPC). As of today two RANI representatives joined the management body of the International Pooling System.
  • A new Methodology of shares calculation was approved by RNIP members. For the first time RANI internal documents were developed by third-party company OJSC “United Consulting Group”.
  • Approved amended and restated Charter of RANI.
  • Six International Insurance Surveys were held in 2014. The attendees from National Pools of Russia, UK, Ukrain, France and Switzerland as well as the representatives of OJSC “Concern Rosenergoatom” and other companies participated in them.
  • Inspections at FSUE “Atomflot” and OJSC “IRM” were held.
  • RANI inspectors participated in International Insurance Surveys at NPPs of Spain, UK and Canada.
