The First International Insurance Survey at PSC MSZ

April18-20, 2016 Russian Nuclear Insurance Pool (RNIP) arranged the first International Insurance Survey at the site of Public Joint stock company “Mashinostroitelny Zavod”, one of the biggest industrial enterprises in Russia incorporated into the structure of the TVEL Fuel Company, a division of Rosatom State Corporation, and located in Electrostal of Moscow region.

The team of surveyors headed by Mr. A. Nikitin, a representative of RNIP, consisted of Mr.S. Babenko, Mr.V. Vashchilo, surveyors of RNIP, and Mr. M. Peach, a surveyor from Nuclear Risk Insurers(UK). Mr. D. Voronov of SC Atomic Insurance Broker took part in the Survey as an observer.

The Survey was aimed at insurance risks assessment at the facilities of PSC MSZ to arrange TPL and MD insurance coverd by Russian Nuclear Insurance Pool with further reinsurance in National Nuclear Insurance Pools of the International Pooling System.

In the course of the visit to the plant the surveyors participated in introductory and exit meetings with the plant managers and specialists, interviewed the plant’s experts, took into consideration their presentations, performed walkdowns/visual inspections of the fuel production facilities and the territory of the plant.

The Survey members focused on industrial, environmental, nuclear and radiation safety, fire protection, emergency safety issues at PSC MSZ, assessed reliability of power supply process, discussed a lot of other issues within the IIS program. The surveyors paid special attention to measures provided by the staff to keep safety level of the plant and its development in future.

Upon the results of the Survey the final report on current insurance risks at the plant, recommendations with respect to safety level improvements will be produced by the surveyors.
