Insurance survey at FSUE Atomflot

December 15-17, 2015 in accordance with the civil liability insurance contracts of FSUE Atomflot, the operating organization of nuclear facilities, a scheduled follow-up insurance Survey (IS) of on-shore facilities, barge-transport ship "Sevmorput", working process at boatyard "Nerpa" on decommissioning of floating maintenance base "Lepse" took place.

The Survey was purposed:

  • To assess Atomflot insurance risks for subsequent placement of TPL protection. The Survey was carried out in accordance with the established international guidelines on International Pool Survery Procedures at nuclear facilities and particularly focused on nuclear safety and operation; civil liability; fire protection;
  • To observe Atomflot on-shore base facilities and check the implementation of the recommendations made during the previous Surveys 15-18.04.2013, 02-05.12.2013, 24-28.03.2014;
  • To assess safety level of barge-transport ship “Sevmorput” (visual inspection of the accessible compartments of the ship including the ones that contain electric equipment, storage of spent fuel and radioactive waste facilities; investigation of  emergency power supply systems, operation control center, cable corridors, fire safety systems and radiation monitoring systems);
  • To observe the decommissioning process, radiation monitoring at floating maintenance base “Lepse” with visual inspection of the site and protection facilities at the area of fuel unloading to boatyard "Nerpa" in restricted access municipality Alexandrovsk of Murmansk region.

The team of surveyors from RANI included: Mr. S.Babenko, team leader, Mr. V. Vashchilo and A.Nikitin, surveyors.

Mr. Konstantin Khoroshkov, a representative of SC SOGAZ, took part in the IS as an observer.

Atomflot specialists provided the IS team members with the requested information with respect to administrative, operation and maintenance documentation on barge-transport ship “Sevmorput” and floating maintenance base “Lepse”, as well as provided access to Atomflot facilities, supported in their interviews with the company staff, controlled the process of photography during inspectors’ walkdowns. After the necessary security procedures the photo materials were handed over to the experts.

The Survey goals set in the Program were achieved in the full scope.
