Follow-up Insurance Survey at Smolensk NPP

November 17, 2015 the representatives of RANI:

Mr. A. Nikitin, head, Mr. V. Vashchilo, surveyor,

in the course of one-day visit to Smolensk NPP performed a follow-up insurance Survey in the framework of insured activity of the Operating organization - SC Concern Rosenergoatom. The previous Survey was performed in 2012 and was aimed for assessment of Smolensk NPP insurance risks and subsequent placement of the insurance nuclear liability protection with foreign nuclear insurance pools of International Pooling System.

Taking into consideration Smolenks NPP’s report on the performance of the previously produced recommendations submitted to RANI one month prior to the visit, the expert group assessed insurance risks of nuclear safety, operation, nuclear damage liability and fire protection.

The surveyors performed the predictive assessment of the current insurance risks on the basis of:

presentation made; interview of the NPP specialists; reporting and operating documentation; results of observations made in the course of walkdowns, selective visual inspections of the buildings, facilities and equipment of Smolensk NPP Units 1-3.

Predictive risks assessments were performed from the point of view of nuclear safety, operation, nuclear damage liability; fire protection; machinery breakdown/equipment failures.

The share of Smolensk NPP electricity production attains approximately 8 % in the Center of Russia and 82 % of electricity production by power enterprises in Smolensk region. Currently, Smolensk NPP is the largest backbone enterprise in its region that provides over 30 % of the regional budget revenues. In 2014 electricity generation at Smolensk NPP attained 23.673,7 mln. kW/hrs with load factor in 90,07 %.

The specialists of NPP were well prepared for the follow-up Survey and provided all requested reports and other information materials, including general presentation. Inspectors highly appreciated plant staff’s support, assistance and cooperation during the Survey.

NPP’s compartments, buildings and facilities were found in general in good conditions.

RANI surveyors drew special attention to positive response of Smolensk NPP management to recommendations and suggestions produced by the results of International Insurance Survey in 2012.
