Follow-up Insurance Survey at Rostov NPP

November 10, 2015 the representatives of RANI performed a scheduled insurance Survey at Rostov NPP in the framework of insured activity of the Operating organization - SC Concern Rosenergoatom.

This insurance Survey was aimed as a follow-up Survey after the one arranged in 2012 and was purposed to assess Rostov NPP’s insurance risks with subsequent placement of the insurance liability protection in foreign nuclear insurance pools. The experts focused on the insurance risks from the point of view of nuclear safety, operation safety level. The main conclusions made during the Survey were based on Rostov NPP’s reports with respect to the performance of the previously produced recommendations, which were submitted to RANI one month prior to the visit, and observations made during one day Survey.

The Survey was held by: Mr. A.Nikitin, head of the team, Mr. V.Vashchilo, surveyor.                                    

The Survey was performed to assess the activities of NPP as follows: Nuclear safety, operation, nuclear damage liability, fire protection, machinery breakdowns/equipment failures.

Rostov NPP is a major power provider in Southern Russia. The plant accounts for 40% of the total electrical generation in the Rostov Oblast. From Rostov NPP, electrical power is exported over PL (Power Line) -500 to the Volgograd Oblast and Rostov Oblast, Krasnodar Krai and Stavropol Krai, and over two PL-220 lines to the town of Volgodonsk.

Rostov NPP is one of a series of uniform unclear plants designed with VVER-1000 reactors that meet the requirements of production line construction.

The specialists of NPP were well prepared for the follow-up Survey and provided all requested reports and other information materials, including general presentation. Inspectors highly appreciated plant staff’s support, assistance and cooperation during the Survey.

NPP’s compartments, buildings and facilities were found in general in good conditions.

RANI surveyors drew special attention to positive response of Rostov NPP management to all recommendations and suggestions produced by the results of International Insurance Survey in 2012.

14 recommendations were elaborated by the results of the Survey in 2012, only one of them remains open (neither corrective actions have been undertaken nor relevant reporting documents presented), six recommendation are in the progress and seven recommendations have been completed to the full extent.

The expert group members noted a good progress in the fulfillment of the recommendations in general as well as satisfactory conditions of Rostov NPP that meet the insurance requirements and insurers’ expectations.
