An International Prestart Insurance Survey at Changjiang NPP, China

An International Prestart Insurance Survey at Changjiang NPP, which is under construction, was held 3-5 February, 2015 (Changjiang NPP, Tangxing Village of Haiwei Township in the province of Hainan).

The representatives of International pooling system participated in the Survey:

Nuclear Safety, Operations & Third-Party Liability (NSO TPL):

Machinery Breakdown:

• Mr. Li Zhe, China Pool

Fire Protection:

• Mr. Sergey Babenko, RANI

• Mr. An Jiangtao, China Pool (Observer)

The main goal of the Inspection was:

• To assess insurance risks of Changjiang NPP in order to arrange nuclear third party and MD insurance cover
• To survey the main facilities, equipment and systems at NPP and to assess their readiness for nuclear reactor start-up
• To discuss and analyze current operating safety level of the equipment and systems at NPP as well as the fire safety level

The experts appreciated the safety level at NPP and high level of readiness for the process of commissioning.

Following the results of the inspection the experts presented preliminary observations and recommendations, which in accordance with standard procedure will be forwarded to the leaders of Changjiang NPP as soon as the Survey report is finalized.

The inspectors thanked the staff of Changjiang NPP and China National Nuclear Corporation, the owner of the NPP, for the high level of organization of the Survey.
